The Republican speaker's bill to avert a shutdown this weekend included steep spending cuts of nearly 30% to many agencies as well as stricter border provisions. It was defeated 198-232, with 21 Republicans voting against it along with all Democrats. It would have passed if McCarthy had rallied nearly all Republicans to support it, but the latest House and Senate funding measures were still far apart.
