The 23-year-old from Maidstone will become a free agent in June, but the Gunners are keen to sign her now.
Russo joined United from North Carolina Tar Heels in 2020
A Euro 2022 winner, Russo rejected an offer of a contract extension by the Women's Super League side in June.
Arsenal made a world record bid that would eclipse the current record of £400,000 that Barcelona paid for Kiera Walsh.
The WSL deadline is at 5pm on Tuesday, so time is running out for a new bid.
Clubs are free to talk to Russo as she has less than six months left on her contract, while negotiations with the Red Devils over a new deal are said to be ongoing.
Russo has five goals in nine WSL games this season for United, and has scored 19 times in 44 games since joining the club in 2020.
Russo was one of the stars of Euro 2022
She also has a brilliant record for England, scoring 10 goals in 17 appearances, including four at Euro 2022.
Her most famous strike was the instinctive back heel in the semi-final that helped beat Sweden. The strike was subsequently shortlisted for the Pukas award awarded by FIFA for the goal of the year.
Arsenal are vying with WSL leaders United for the title and are three points behind with a game in hand.
The two teams will next go head-to-head in the league on April 23.
