One of the reasons behind it is due to the absence of Champions League football. The other is unrest in the squad, with the club undergoing a rebuild phase right now. Moreover, he is also owed £17 million in wages by Barcelona, which he isn't willing to let go of.

According to Sport, Manchester United are now willing to offer Frenkie de Jong his deferred wages from Barcelona. They are also planning a huge £450,000 per week contract for him which would make him one of the top earners in the Premier League.
The player is considering Chelsea as an option if he leaves Barcelona this summer. The presence of Champions League football is a big plus, and the sporting project is also to his liking there.
De Jong isn't willing to take a pay cut to stay at Barcelona, as he wants the club to honour their initial contract. So, he might have to be forced out of the club to cope with the La Liga financial fair play rules.
