Hisuian Growlithe can be found on the Cobalt Coastlands map. This is the third region that you can visit in the game. You do not need any special attacks or abilities in order to find the Pokemon. You just need to head over to the location shown below:

You will need to follow the path to the top in order to find Hisuian Growlithe. The Pokemon has Intimidate, which lowers the attack of opponents. It also has Flash Fire which increases fire-type abilities when hit by a fire attack move. The Pokemon also has Justified which increases damage when attacked by a Dark move. The best moves for the Pokemon include Double-Edge, Flare Blitz, Crunch, and Rock Slide.

You can evolve Hisuian Growlithe into Hisuian Arcanine by using a Fire Stone which you can buy from the MP trader.
