While the in-combat restoration process is slow, the faster method is leaving combat. The fastest way to fill Mana is to be out of combat and look for Man Fountains.

These can be found during quests. Look for glowing rocks with blue veins. All you need to do is get close enough to fill up your Mana pool.

There is no limit to how many times you can use a Mana Fountain. You can use them as many times as you need to so you never run low on Mana while casting spells in Disciples: Liberation.
