A statement on the Catalan giants' official website said: "Despite FC Barcelona and Lionel Messi having reached an agreement and the clear intention of both parties to sign a new contract today, this cannot happen because of financial and structural obstacles (Spanish Liga regulations).
"As a result of this situation, Messi shall not be staying on at FC Barcelona."
The statement continued: "Both parties deeply regret that the wishes of the player and the club will ultimately not be fulfilled.
"FC Barcelona wholeheartedly expresses its gratitude to the player for his contribution to the aggrandisement of the club and wishes him all the very best for the future in his personal and professional life."
Betfair have drawn up a list of his next potential club and it's interesting to say the least.
PSG, who already boast superstars Kylian Mbappe and Neymar in their ranks, has been priced as the most likely destination for the 34-year-old at odds of 10/11.
The French giants have long been linked with a move for the superstar, particularly last summer when he expressed his desire to leave.
Man City, who are on the verge of sealing a £100million deal to sign Jack Grealish, are the second favourites at 11/10.
A move to the Etihad would see him reunite with Pep Guardiola, where he arguably enjoyed his prime years from 2008-2012.
Messi has been given odds of 10/3 to stay at Barcelona, despite the club announcing that his time at the club had come to an end.
Unless a major U-turn happens at this point, that now seems very unlikely.
Manchester United, meanwhile, have been given odds of 18/1 to land Messi, while Newell's Old Boys - a club Messi played at before joining Barcelona's academy - are also outsiders at 20/1.
Messi's goal tally for Barca is the most ever by a player for one club, after he passed Pele's record of 643 for Santos last season.
He is comfortably LaLiga's record goalscorer with 474 and is also second all-time in the Champions League, with 120 to his great rival Cristiano Ronaldo's 134.
The next few weeks now promise to be hugely intriguing with a host of clubs now battling to sign arguably the greatest player ever.
